Help Us Monitor

Net Neutrality Monitor depends on community contributions. Pick one of the paths below to help track DNS-level censorship across ISPs and countries.

Net Neutrality Monitor is a live observation project that studies how internet service providers shape what users can reach online. By gathering data from distributed probes, the platform turns raw DNS responses into readable evidence about filtering, blocking, and blacklisted hosts across many countries. Each generated report reflects activity captured in real time, offering a daily snapshot of how censorship systems behave under different network conditions. The goal is to make these patterns visible, so that anyone interested in network neutrality can see what is happening beneath the surface of ordinary browsing. In this sense, monitoring is not just a technical exercise but a way to keep the open architecture of the internet under continuous, attentive watch by a community that values transparency and shared information.

Running a probe is one of the most direct ways to contribute to the project. A small piece of software installed on a home connection or a small server performs repeated lookups against a maintained list of test addresses, recording which responses come back altered or missing. Because the platform relies on voluntary participation, the diversity of locations matters as much as the number of contributors. A probe in a small town may reveal filtering that larger central measurements would miss, while another in a heavily regulated market can confirm what other observers have already detected. Each probe adds a thread to a larger picture, and the combined data feeds the analysis that appears on the public dashboard.

Submitting a report is another path for users who have noticed something unusual but lack the resources to host a probe. A short form allows visitors to flag a URL that appears unreachable, a service that has suddenly become slow, or a host that resolves strangely from their connection. These reports are reviewed, cross-checked against probe results, and folded into the broader statistics when patterns emerge. Community submissions are especially valuable in regions where independent measurement is difficult, since a single user observation may be the first signal of a new block or a sudden change in policy. The platform treats every report as a potential piece of a much wider investigation into how the internet is shaped at the network layer.

Helping does not require technical skill, since the project also welcomes research, translation, and outreach support. Translating interface elements and documentation helps the tool reach audiences whose first language is not well represented online, while writing and editing improve the clarity of the public analyses. Readers can amplify findings through discussion, share articles with colleagues, and point new contributors toward the onboarding guides. In every case, the contribution strengthens a shared, openly accessible record of how DNS-level censorship evolves across providers and borders. By combining technical measurement with human attention, the project aims to remain a reliable, indicative, and community-driven mirror of the internet as it is actually experienced by users around the world.

01 — Contribute URLs

Suggest a URL to check

Submit websites the monitor should probe. Suggestions help expand the coverage of tested domains and improve neutrality scoring for more ISPs.

02 — Share Data

Send data for your country or ISP

If you have DNS test results, packet captures, or other observations from your region, send them in. Submissions are correlated with probes and country reports.

03 — Run a Probe

Activate a probe

Activate a probe on your network to passively collect DNS resolution data. Probes feed the DNS server list, blacklist, and country breakdowns.

04 — Donate

Donate to finance the initiative

Donations cover hosting, geolocation sources, and infrastructure used to keep probes online and reports current.
